Financed by the Ville de Vaudreuil-Dorion, the ACCES program supports businesses affected by obstructions caused by work in the Chicoine, De Lotbinière and Cité-des-Jeunes areas, and which are likely to have experienced reduced customer traffic.

Information

1.1 Program term

Financial aid requests will be accepted up to 6 months following the end of the work. Financial aid is only provided for the period between the beginning of the work and 3 months following its end.

1.2 Eligible businesses

  • Retail stores
    • Restaurants and food services
    • Industrial businesses located within the established perimeter

The following types of businesses are not eligible for the program:

  • Weapons manufacturing or distribution
  • Games of chance, combat sports, races and all such activities
  • Government retail stores (e.g., SAQ and SQDC)
  • Tobacco or drug manufacturing, sales or services
  • Activities that could offend morality standards
  • Franchisor-operated chains and franchises

Industrial exclusions to be confirmed:

  • Professional, scientific and technical services, other than interior design services and photography services
  • Financial and insurance services
  • Real-estate services, other than self-serve mini-warehouse services

1.3 Eligible expenses

Only working capital strictly related to business operations is eligible for the program.

1.4 Eligibility criteria

  • Be a for-profit business (including cooperatives and social economy businesses with market activities),
  • Be in business when the work began and show proof of recent sales,
  • Be physically affected by the work carried out by the Ville de Vaudreuil-Dorion (e.g., reduced customer traffic, difficult access, reduced road traffic),
  • Show a business volume reduction of 10% or more for the eligible period (must show causality between the work and the temporary financial issues),
  • Not be under the protection of bankruptcy or insolvency laws, and
  • Hold a land-use certificate or vested right for operating the premises.

1.5 Request submission and required documentation

Requests submitted as part of this program must include all the following documentation to be considered complete and correct:

a) The financial aid request form, fully completed, dated and signed
b) Financial statements for the last two years
c) Most recent provisional financial statements
d) Proof of occupancy of the building (e.g., lease)
e) Land-use or vested-right certificate
f) Any other relevant document requested by DEV

Requests will be processed subject to the funds available in the program at time of submission.

1.6 Loan parameters

  • Amount: $5,000 to $20,000
  • Interest rate: 0%
  • Term: 36 to 60 months, including a 12-month capital refund moratorium
  • No processing or annual renewal fees
  • Refundable at any time with no penalty

Failure to comply with the terms and conditions of the loan agreement and/or any applicable appendix may result in immediate repayment of the outstanding principal and interest if the borrower fails to remedy the default.

1.7 Administration and office responsible

DEV is responsible for managing and implementing the program. It
a) receives and studies submitted requests,
b) presents requests to its Joint Investment Committee,
c) manages the overall program, from studying the requests received to recovering the loaned amounts, and
d) performs any other task required to implement the program.

1.8 Request processing steps

1.8.1 Request reception

Before acknowledging receipt of a request, DEV must first ensure that funds are still available to process it. Once that is done, it checks that the request meets the eligibility criteria.

In this regard, DEV ensures that the business
a) is legally incorporated and registered with the Québec Enterprise Registrar (QER),
b) has been in existence for at least one year, regardless of any changes made to the legal entity, if applicable,
c) operates in the private sector,
d) owns or occupies a business other than a residence,
e) is situated within the parameters outlined in Appendix A during the work,
f) complies with municipal by-laws and any other regulation in effect,
g) is not a non-eligible business,
h) is requesting aid for eligible expenses,
i) submitted its request before the set deadline,
h) submitted all documentation required under the program.

1.8.2 Request study

DEV studies the requests and validates the information provided. It ensures that the business has shown that

a) its sales revenue has been directly affected since the work began,
b) it was in good financial health before the work began,
c) it has positive equity,
d) it has not become bankrupt,
e) it has paid any amount owed to the Ville de Vaudreuil-Dorion (no late payments).

1.8.3 Decision and agreement

All decisions on financial aid requests under this program are made by DEV’s Joint Investment Committee.
In accordance with regulations on third-party delegation in effect, Management follows up on the decisions rendered by the Joint Investment Committee and prepares the required paperwork, if applicable.

The financial aid granted is covered by a written agreement (loan contract) between DEV and the business.

1.8.4 Request follow-up

DEV follows up on accepted financial aid requests.

1.8.5 Loan recovery

DEV recovers loan amounts.

Usual loan recovery measures apply in the event of recovery issues, subject to any moratoria granted by DEV.

2.1 Goal

The program aims to encourage residents to visit the businesses despite the ongoing work by offering a prepaid card increased by 50% of the amount initially invested by the consumer.

 2.2 Eligible businesses

Retail stores and restaurants situated in specific areas that

  • comply with municipal by-laws and
  • accept credit card payments.
